中文摘要:中药材是中医药事业发展的物质基础，其质量优劣直接关系到中医临床疗效的好坏。国家和行业高度重视中药材质量的提升。“优质优价”是市场经济条件下实现产品质量提升的重要经济规则。但中药材产业优质优价机制尚未完全形成，严重制约了国家有关中药质量提升战略的实施。本文在对中药材产业现状进行分析的基础上，认为缺乏行之有效的优质药材判定标准、加工产品未实行优质优价、以及中药材的多重属性导致的价格波动是制约中药材优质优价机制形成的重要影响因素，并提出优质药材价格形成机制重建、优质药材规格等级标准构建、溯源体系建设、品牌塑造及目标市场区分是中药材优质优价机制形成的重要途径，以期为相关政策措施的制订提供借鉴，助推中药材质量持续提升及优质中药材稳定供应。

Analysis of Restrictive Factors in Establishing the Mechanism of Good Price for High Quality of Chinese Medicinal Materials and Discussion on Its Implementation Path

Abstract:Chinese medicinal materials is the material basis for the development of traditional Chinese medicine（TCM）.Its quality is directly related to the clinical efficacy of TCM.The state attaches great importance to the improvement of the quality of Chinese medicinal materials.″Good price for high quality″ is an important economic rule to improve product quality in market.However，the mechanism of good price for high quality of Chinese medicinal materials has not been fully formed，which seriously restricts the implementation of the national strategy of improving the quality of Chinese herbal medicine.Based on the analysis of the current situation of Chinese medicinal materials industry，this paper considers that the lack of effective standards for the determination of high-quality medicinal materials，the failure to implement high-quality and good price for processed products，and the price fluctuation caused by multiple attributes of Chinese medicinal materials are important factors that restrict the formation of the mechanism of good price for high-quality of Chinese medicinal materials.Therefor，it is proposed that the reconstruction of price formation mechanism for high-quality Chinese medicinal materials，the construction of specification and standards of high-quality Chinese medicinal materials，the construction of traceability system，brand building and target market differentiation are important ways to form the mechanism of good price for high-quality of Chinese medicinal materials.The purpose is to provide reference for the formulation of relevant policies and measures，and promote the continuous improvement of quality and stable supply of high-quality Chinese medicinal materials.
