中文摘要:实施分类管理是防治废弃物污染和实现废弃物减量化、资源化、无害化处置的前提和基础,但目前尚缺少对中药废弃物及副产物的科学分级分类管理体系。基于资源经济学理论对中药资源全产业链废弃物及副产物分级分类的必要性、分级分类体系构建、分级分类资源化利用及循环经济产业布局等问题进行探讨,提出中药资源全产业链废弃物及副产物的四级分类体系,可形成药用、食用、饲料化、肥料化及能源化处置的多途径资源化模式,为实现中药废弃物的科学分类和分级精细化、高值化利用提供支撑。进一步探讨中药废弃物及副产物循环利用的生态产业发展及多途径资源化利用产业链构建模式,以期为中药资源循环经济产业发展,中药农业、中药工业发展模式和经济增长方式的转变提供参考,为我国中药资源产业高质量、绿色发展做出贡献。

Establishment of Classification System for Grade and Classification System of Wastes and By-products in Whole Industrial Chain of Chinese Medicine
Abstract:The implementation of classified management is the premise and basis for preventing and controlling waste pollution and realizing waste reduction, resource utilization, and innocuous treatment. At present, there is still a lack of scientific classified management and resource utilization measures for the wastes of Chinese medicine. Based on the theory of resource economics, this paper discussed the necessity of the classification of wastes and by-products in the whole industry chain of Chinese medicine resources, the construction of the classification and classification system, the utilization of the classified resources and the industrial layout of circular economy. The four-level classification system of wastes and by-products was put forward, which can form a multi-way resource recovery mode for medicinal, edible, feed, fertilizer and energy disposal, so as to provide support for the scientific classification and refined high-value utilization of Chinese medicine waste. Furthermore, the ecological industry development mode of Chinese medicine waste and by-product recycling and the construction of multi-way resource recycling industry chain was discussed. In order to provide reference for the development of the circular economy industry of Chinese medicine resources, for the transformation of the development mode and economic growth mode of Chinese medicine agriculture and Chinese medicine industry, and to contribute to the high-quality development and green development of China's Chinese medicine resource industry.
